You can MQ no drop items. How do you think peeps get JBoots? Ring of Ancients is no drop :P

Jikbab, the Cloak is NoDrop - so you won't be able to MQ that item.

this also has a right click effect of haste (20% i think)
I don't think this is true, but if it is, would you please send in a screenshot of the cloak showing this?

It's part of the Ranger Quest in PoA:
Dark Cloak of the Sky
This item has the stats listed above, the final cloak has the haste, which is 50%, not 20% BTW.
That being said, this is the rare part, if you have this, you basically have the cloak :)
Edit: Noticed, it is listed as a common item - it's not, it's one of the more rare pieces from the Keeper of Souls.

I got it and the Black Silk Cloak today. No Ranger there so I guess I will MQ it for someone...
