Why did Verant choose to make these lore? (at the time of this posting they are lore... hoping is just a bug). I buy trinkets from Mages all the time, because this is lore, can never find one. I hope this is just a bug. :(
All our summoned focus items are Lore. It's not no drop though so you should have no problem getting one.
It could be that you're just having bad luck finding magicians who own the spell. The burning affliction bracers aren't in great demand (yet.) There may be a lot of magicians who just haven't bought the spells.

why he is complainning that it is lore, is that mage vendors wont put 50 of them in their bazaar and goto bed.
So its a smaller chance that someone will have it in bazaar since it only takes 1 person to buy the only 1 an afk trader will have.

Just consolidating information on how to get the spell.
Jolum in the bazaar sells it for a tidy 314pp (depending on faction/CHA).
To do the quest for the spell, find Nayr Cogswin in PoK. He's a gnome in a golden robe who wanders around the courtyard & stops in various places. I've seen him resting at the base of the ramp nearest the Nexus stone, near the Ak Anon stone & not far from the PoT stone.
He asks for an Oxidised Steel Plate (POI), a Cohesion Gem (POI, I don't know if it drops elsewhere) and a summoned Gallientes Sapphire Bracelet (summoned with a lvl 61 magician spell). Give him these items & he will reward you with the spell scroll.

I believe this can be had through a quest. I Gnome in PoK gives it out. he is looking for 3 items. a gallenite saphirre, an oxidized steel plate, and a cohesion gem. I believe he is around the PoT stone, but not sure

it can be found in the summoned jewelery bag spell. It has been added to that inventory.

My mains a lvl 62 Mage...
there is no bracer that i know of at lvl 58...

Who sells this spell!?!?!?!?!
Currently, it is only on Test. And, despite what it says on the listing for the spell it isn't vendor sold (or at least it wasn't 24 hours ago - but I suppose it could have changed). When it goes live, expect to either be a standard Etherial Parchment spell or some cheesy quest like the new Wizrad Draught.
