My guild did some epic mobs in there last night and these dropped off a reverent, the withered drops randomly but more often off the high level mobs in the castle where the chanter/shaman epic mobs are.

These are one of the only set of arms that I have found: decent wis, great fr! Too bad they are so rare. Looks like The Hole will be my home for awhile.

It's a rare spawn AND a rare drop... We've been hunting there pretty regularly (the XP modifier is INSANE) and killed him twice in the downstairs castle area without seeing any withered leather drop. Pretty few wis items for arms, though, so it'd be nice to find it.
