After toting the items around in my backpack for a week i finally have the cloak completed. This quest remains unchanged from its inception.. As of 2/16/04 Turn in:

1) White Dragon Hide
2) Platinum Diamond Wedding Ring
3) Black Sapphire Platinum Necklace

to the dorf and recieve:

*) White Dragonscale Cloak

There is no need for enchanting other than what is necessary to make the 7sv ring and 55hpmana necklace. It is still the same quest, apparently someone got bored at soe and decided to add 'enchanted' to increase the roleplay factor. woo

Will my Shaman ice spell be effected ? or do i need a different focus,ie some foci are magic or fire,do I need a special ice? or what about poison ?I'm not exactly sure how that works (

It's actually slightly better than that. As the info says:
Effect: Improved Damage III
1: Increase Spell Damage by 20%
2: Limit: Max Level(60) (lose 5% per level over cap)
3....

What this means is that the focii 20% spell damage is reduced by 5% of 20, for each level above 60. 5% of 20 is 1, so the focii reduces by a simple 1 per level. In other words the focii at all levels is:
Spell Level 1-60: 20%
Spell Level 61: 19%
Spell Level 62: 18%
Spell Level 63: 17%
....
Spell Level 77: 3%
Spell Level 78: 2%
Spell Level 79: 1%
Spell Level 80+: 0%

The effect on both is the same, Improved Damage IV. Permanent effect.

The effect is Improved Damage III. But yes it is permanent - it will affect every DD spell you cast which is level 60 or less.

There's exceptions. Rains, AEs and Bane nukes aren't effected by Improved Damage. Bane nukes being the wizzy Hsagra's Wrath and Porlos' Fury (Giantbane and Dragonbane)

Only single-target DDs trigger it.

to raise merchant faction, kill Blyle Bundin in butcherblock. he spawns by the docks. when looking at the docks entrance, hes on that huge hill to the left, and sometimes wanders down on the hillsides. turn in his head and axe to a dorf lady(or guy dont remember) in kaladim in the pit type thingy, by the warrior guild

i myself have only done this quest twice, and am amiable to merchants

I've been checking the Bazaar and traders chat channels and not only haven't seen the piece offered, none of the veteran traders recall it having been sold. Given the huge boost that Improved Damage 3 gives to a level 60 Wizard, I'd estimate that 100k or more wouldn't be out of line.

Look at it this way --- this cloak makes the direct damage spells of a level 60 wizard 20 per cent more powerful than other level 60 wizards. That's huge.

to clarify:
It makes the dd spells of every level and every class 20 percent more powerful compared to casting without a focus item, but ONLY for their 60th and lower level spells.
Not sure if the focus effect would be enough to make level 61+ forego their top spells.

Got one on 09/08/02. Was invited to Vox raid and killed her on first attempt. One White Dragon Hide dropped and I won the roll. Proceeded to the Bazaar and bought a Diamond Platinum Wedding ring and a Black Sapphire Platinum necklace for 800pp total,then headed to Rathe. When I found Karam he wouldnt talk to me so I cast Alliance on him and turned in all 3 items to recieve the White Dragonscale Cloak. It now has Improved Damage III focus effect. One happy 45th chanter Smiley: yippee

Hmm the fact Improved damage III is not listed makes a big difference. Twenty percent more damage on Ice Comet would mean an average hit of 1416. Not to mention that crits would near 3000...and you could potentially do that damage output at the ripe young age of 49. Roll on this if your a wizard — not the Eye patch if it drops. Besides, you'll have less competition on this one.

Just FYI, your numbers for ID 3 are a little off. I am a 51 Wizard, and am using a Jungle Spider Fur Cap, which also has ID3. After about two months of use, I can tell you the following: Without the cap, my usual base is 1120. With it, my base averages around 1325 or so, with a fair number of hits around 1360. Best base is about 1380. I forget what my best crit was before the cap, but with it my best has been 1916, with a lot of other crits in the 1800s. Just a few facts for you, from my experience. ( Forgot to mention, but figured it went withou saying, those numbers are with Ice Comet.)

Clear this up once and for all. My faction with the NPC was apprehensive, got it to indifferent by looting Legionnaire Shoulderpads and Orc Belts in Crushbone and handing into Canloe Nosbeck in Kaladim First Zone inside the palace structure.

Around 35 belts and 15 pads required to lift to indifferent. I understand Evil races will have problems here. I am unsure which faction you need to lift, but can confirm it is NOT the Kaladim Merchant faction.

Make sure you have Platinum Diamon Wedding Ring and Black Sapphire Platinum Necklace with the White Dragon Hide (White Scale does not work anymore) at hand in. Do not confuse with Velium.

Cannot be mezzed by any enchanter spell and wolf form will not work, so you need the faction effort - no short cuts!

For Master Foneldar Fyreheart re post below. Increase damage does not work with Bane spells or ae, but agree - very nice item.

I have reason to believe it IS merchant faction. I was dubious to them and the second that I became way app... he was willing to trade w/ me but not start the quest ... did wolf form .. and was good to go to finish what I came there for

I can confirm the following:

The item needed which drops from Gorenaire is the White Dragonscale Hide.

You need a Black Sapphire Platinum Necklace and a Diamond Platinum Wedding Ring. Both items need to be made by a jeweller and in both cases, the platinum bars need to be enchanted before combining with the gems.

Take your hide, necklace and ring and head to the Rathe Mountains. As you zone in from Lake Rathetear, just to your left is a Gypsy Camp. Turn left at the gypsy camp and just run around the hill behind the camp. The first building you come to is a single hut. Inside this hut is Kerak Dragonforge (who is hiding behind the door and can't be seem unless you go right in the building). The question/answer routine seems to be broken, but just hand him your 3 items together to receive the cloak.

With the added Extended Damage 3 property, this is now a godly item for a wizard. I can confirm that it increases all DD spells, INCLUDING Manaburn.

I thought I remembered seeing in a patch message a while ago that this cloak now requires a white dragon "hide" as opposed to a white dragon scale so to make for slightly less compittiion for bards seeking their epics

The newest effect for this cloak is "Improved Damage 3" OMG! This adds on a +15% damage output on all DD spells (not AOE unfortunatly). Every Wizards dream...

Bards are not better than druids or wizards at transportation. If any bard wants to race my wizard from lets say neriak to sebilis, i would give give every single item i got and all my PP, it just wont happen
