For me off an emissary of hate in the North West room. Only took a few kills so I'de suggest hunting the ones that are a higher level.
dropped off an emmissary of malevolence for me today. saw tons of organs, saliva, and blood drop before the bile dropped. but malevolence mobs do drop it.

Bile just dropped off a Blackblooded Assassin at the end of the tunnels where the waterfall is located.

Found 4 Luggald Biles today in the far north cave (the last cave) in Dulak. I did not go past the big doors, but I cleared the room with the 2 pools. Luggald Bile dropped from lvl 48 warrior mobs called emissary of hate.
Bile dropped off a Blackblooded Nightmare at the Fleshchild's camp for me.

The bile dropped off the enraged soulstealer for me tonight, along with the soulstripper.
I was in the first room of the hidden cavern in Dulack. A "Luggald Assissin" popped in the place of a "Hate Initiate". Dropped this, a torn Luggald robe (no drop quest item) for the fighter types and a ring of some kind for dru shm cle types. He was DB to this 56 necro and it took me about 5 mins and 75% of my mana trying to solo this booger with demi lich, aego and mana shield on. Bring a friend. :)
