/confimed (No longer Legends only)
Drops off the Ice Master Cialin* in revamped Droga. (Number 8 on EQAtlas map, Inner Sanctum)
Dropped cloak twice and a +5sta +15 wis dru clr sha range item once.
With one of the cloak kills, he dropped an "Cialin's Ice Staff" with no stats. Possible quest item.

Cialin's Ice staff along with 3 Fetishes of Ice Mastery result in a 12 AC , 6 Dex , 7 Sta , 6 Cha , 8 Wis , 12 Disease , 12 Magic , 12 Poison , 50 HP , 75 Mana SHoulder slot item ( Cleric , Druid , Shaman Only).
Oh yeah , more thing. It is Flowing Thought II

No summons, No enrages, No Flurries. Just your standard Goblin Ice Master with a fancy name.

Now in the updated Droga, not Legends-only any more. Drops off Ice Master Something in the room where the old Droga boss lived.
Ice Master dropped a cloak both times he spawned, in about 3 or 4 hours. No idea if other named ones can spawn in same area. This guy was in the side room, not up on the platform. I suspect another named can spawn there from placeholders.
