High smithing (above 135 at least, or don't bother. Preferably above 170; capes are the hardest).
Large block of skyiron x2 = 2 rings skyiron.
3 sheets skyiron.
Combine in Iskar racial forge w/bloodwater and appropriate mold.
FYI: Racial forge is in the warrior's guild, 2nd floor in Cabilis. The smithy there, btw, will tell you all about how to make Cabilis scale armour and weapons.
