This more often is won by the Mages, since Necro's and Wizards tend to prefer the clicky rune wand from CZ and Enches wants TZs Slow clicky wand.
Click items are bagged because they have little use after their click. as a necro i use this currently

Every time i try to melee with this i get low hp aggro before i ever get too far into the battle
I hate the "this class deserves this more" arguement as much as the next guy, but suggesting a wizard should get a focus effect that involves DOTS is stupid.
Only way a wizard should ever see this item is if every necro in your guild has one already. And then maybe every chanter cus its detremental, so (I'm not SURE here) their mezzes, charms and slows could also be affected.
The proc is a bonus, period.
Oh and I read that thread, and it has one serious flaw. Procs are RANDOM, he bases his math on the fact that they are not. You will not proc 1/30 seconds, period. You MAY proc 1/30 you may proc 3/30 you may proc 1/90, you never know. Casting a spell is a given though.

WTH? u just contradicted yourself. NO ONE CLASS DESERVES AN ITEM OVER ANOTHER... PERIOD!
We all earn what we get and that's what makes eq random and fun. You don't want all the necros to deserve a certain gear set and be the same as the next (or any other class for that matter).

Over a long period of time random numbers will average out. The average is 1/30 seconds, in the short term this may vary but over many hours it will average out to 1/30 seconds.
If you see 3/30 seconds then 1/90 seconds the two average out to 1/30 seconds.
