Here's lucky for ya...
Got one in Oasis of Marr this morning by killing a caimen who dropped a 'frozen flower'. Turns out there was a GM playing an ice gob on the doc that had lost his flowers. Kill stuff, loot frozen flowers, turn them in to the friendly goblin and receive reward.
I got this cloak and a dented brass mask. And, it was probably the most fun i've had in a long time. Thank god everybody else was on Luclin and only 2 other people were with me in Oasis... otherwise my 17th lvl rogue may not have been able to compete. :-)

Actually it does only have 5 resist vs cold. Now ya know (=
