Makes you proc more. Random, but i've noticed a difference.

Yes it increases your procs.

I think its to whatever melee skill you use since there doesnt seem to be any 1hs or 1hb mods in po time

The increase of procs sounds about right. But if it did increase your procs by +10, would it increase all of your procs, or just the primary? Nobody knows

Is there a site that lists what all these new effects on PoTime stuff do?
Combat Effects seems extremely vague to me, others seem more straightforward.

It will be a LONG time before I can get even close to getting here, but Combat effects sound like the term for procs...the weapons have Effect: X (Combat) on 'em. Just a thought.

At this point, according to the big guild sites (like, coincidentally, Legacy of Steel's), no one really knows for sure what a lot of them do, specifically. Most parsing attempts seem to have come up short of real results...hard to say.
