Here's all the info you need.
First, you need to do the Green Name Quest, which can be found at This Site
Then you need to train these new skills for 4-6 weeks in order to improve them, and you get a note, which you give to the Quartermaster, who will then sell you the Charm of the Gatekeeper.

As a mage flagged for PoV/PoS, HoH, BoT, CoD, Tactics, and Torment. I recieved 9int,48hp,60mana and 6 to all saves (can remember the exact other stats :P). Not bad at all IMO.
All I can say is very very nice. We get an item that gives mana and some good int on a slot I never thought I'd ever see filled on my character.
I just hope this charm is still given out to others who get flagged after because this is an awesome thing to have. Not only do you get access now to a plane when on a flagging raid but now you get a little boost to stats and Hopefully 1 AA point if that guy still gives them for new flags. Grats to us all...

PS- A wizard's secondary stat is STA not AGI, but either way I guess it's ok. A few extra ac or a few extra hps either way won't matter.

Actually, the secondary stat of a wizard is DEX, I don't know about you but I'd take the improved chance to critical blast over the 2 hp we'd get per point of STA.

Keep believing that. If dex were not an important stat in adding to crits on spells then what reason would there be to have 175 dex added by obtaining all pieces of Maelin's gear for wizards. Surely it's not there in order to assist us in raising our melee skill. Stamina, on the other hand, is completely worthless to most wizards since anything under Time gear is like wearing silk panties for armor; a few hits from over aggro and you drop faster than a ranger trying to tank in PoF.
As with all the Intricate Wooden Figurine entries, the stats currently being shown by Allakhazam at the time of this posting (showing 10 to all saves) are those with max stats. Players with access to fewer planes have correspondingly lower bonuses from these charms.
The planes counted for this charm are:
Valor/Storms, Crypt of Decay, Halls of Honor, Bastion of Thunder, Tactics, Torment, Tower of Sol Ro, Air/Earth/Water, Fire, Time.
Note that minor planes (Lair of Terris Thule, Temple of Marr, Ragrax Stronghold of the Twelve) do not count, and events which provide access to multiple planes (such as Valor/Storms and Air/Earth/Water) only count once. Key-quest access to planes (such as the Box of Souls quest for Honor, or the Diaku Raiders quest for Tactics) *do* contribute to this charm's bonus.
