Killed him last night with my 62 Nec. The key is not snare, but Spirit of Shackle. Spell slows attack speed but not movement speed. Most important spell to a Necro in this zone by far.
Not sure about other svers, but On druzzil ro i had these at 4k on my trader for days and got a few tells wanting them in 2k range, eventually sold them for 2k cause no one would seem to bite even at 3k, was very surprised at how decent they'd be for mid level chanters and necros
They are decent, but coming from a 54 necro 3-4k to dish out on 1 piece of armor when you can farm this yourself (if you're good) or with a small group.
Myself, I just discovered Veksar and plan to loot these off his rotting corpse myself very soon....

Here is my story. Monday the 1st,04 I had 53 druid with me. I got the ring. Next day I went back got an other ring this time I had a druid and chanter with me. Since my druid friend already had one. I let the chanter have the 2nd ring. Real life called they left. At this point I was not going to give up I think I only had to kill the duke one more time the the Lord popped agian. Dang got an other ring Lucky Charbones I let him loot it. Than he popped agian twice in a row and I got the pants and the ring for my cleric.

The Duke was at the top of the stairs... we waxed him with some effort.
The named popped next, dropped the pants... and i was the only INT user in the group, lucky me.
My int is 250 with giant scalemail leggings... im thinking of just selling these in the bazaar and buying a horse. :D

Got a pair last night for 5k, a fine addition to the wardrobe of my 40th level chanter =)
Just got a pair of these for my alt necro, they pretty kewl. first lord of 2 days camping the place.. I was banging my head on desk right b4 he popped. I thought he never would.

I'm assuming this is his rare. We killed him twice today and got two Rings of the Lost Soul. He seemed to pop about 1 every 5 duke.

Have to agree with Eannon. These dropped last night for me (he was up when I zoned in). I placed them on my trader at a price of 9,000pp and they sold in 30 minutes. Another pair were on sale as well at 11,000pp. Average price 10k or so. (Brell)

Good int caster leggings are hard to come buy (at least in mith marr they are) and i found that a good pair can run anywhere from 2k-10k+
Id say a reasonable price to ask would be about 8-9k more to the right person. Of course int legs may be more common on rathe. Just my 2cp.

Actually, Arksien wasn't being a ******. You know this guy? I was with him when he looted it. Seemed like a very nice guy to me. Was very sad to loose the roll. Keep on going back to this guy but haven't even seen him again or the pantaloons.
