Ruins of KunarkWell, I agree it is a silly name, but the person who makes it is Klok Foob, so I can see him wanting to imortalise himself by making a foobscale coif. I wonder what happens when he can't shed anymore scales...

What kind of a name is 'foobscale'? or am I th only one who finds this funny?
Yeah, I think it's amusing, just like the entire quest is and if it's only for reading the Klok's funny way to talk. "Munchtime favorite" and "you're a good tail" are among my favorite sayings in the game.
As for the name, the quest giver is an Iksar klok (merchant) called Foob. That's why it's called Foobscale.
