This is one of five pages that give clues to the Blood Spells quest. The pages can drop off any of the priest-type Broken Skull XXX mobs, including acolytes, advocates, and maybe proselytes along with the sycophants and initiates already listed. Casting Identify on the person holding the page will tell them the page number. (The EQ item number for this page as found via /outputfile inventory is 18917.)

You no longer need to read Troll to be able to read the pages (which is sort of a shame really). This page says:

There may be only one way for me to find the way to pure blood. I must taste the poison if I am to cure it. The ore has been chiseled, and the essence of the black rock has been distilled with the waters of Gunthak. Only one thing remains to be added, the gift of blood. The scourge will flow in me and through me and I will conquer it. The potion is ready. I must prepare. I will face the toxin tonight.

You don't actually need the pages to do the quest, but if you want to roleplay it or are just curious how people figured it out, you can bring the pages to quest-giver Grennik Neltrin near the lighthouse. If you're not an appropriate class (CLE/DRU/SHM) she eats the page. Otherwise she gives it back to you and:

Grennik Neltrin scans the scroll and looks up at you. This seems to indicate some sort of potion that Nadox drank to gain his power over toxin and disease. Perhaps if you can replicate it you'll be able to harness this power as well.

Pages 127, 132 and 135 yield a different reaction (the same for all three of those pages, though). Despite many hours camping those mobs I never found page 130 so I can't report on her reaction to that one.
