Ruins of Kunark
I was in FV hitting the giants and was sitting and resting when Redeye Jack attacked me. Then next time I was resting again the Swashbuckler attacked me. He had a ful suit of black clothing that only a gnome or halfling could wear and it was No Drop.

Got this off red eye jack, who also spawns at hill where Kwinn, roams through, and swashbuckeler is, that hill, around 2096, 1554, still looking for swashbuckler myself tho, but was nice to pocket a loot i would need later.
