This just dropped off of an ice goblin. So that being said, I believe these drop off of all goblins not just elite.

I found mine on a normal Ice Goblin too. It dropped in the area where the Goblin Preacher spawns.

Also got one of these off of a regular Ice Goblin. We were camping the Jailmaster, and we were cleaning out the adjacent cells to try to minimize the possibility of trains, when it dropped.
