After 27 unsuccessful pickpockets in a row and then #28 came the stained parchment top.
Looks like perseverance is key here.

I was under the impression it wouldn't drop, but out of pure boredom (and because my little rogue was KOS and kept getting killed trying to do it herself...) I brought in my box and killed him every time he spawned. (And yeah, he has a crap ton of HP.) After 3 spawns he dropped it.
Therefore, the best way to go about it is bring in a level 90 and kill him repeatedly, so long as he does not die after 4AM game time. I say this because 4 AM or after, you're better off dropping aggro and letting him despawn+repop at 7AM than to kill him and trigger a 20 minute respawn timer. At any other time, killing him will yield in more repops than letting him despawn/respawn on his own. You can pickpocket while hes being whittled away, either by adding pickpocket to your Evade key or by not attacking.

Had no problems pocket picking (right when it spawned) w/ 137 skill for epic piece. Just fyi.

ok my rogue is a DE and is of course KOS to the dwarfs. but luckly enough i spent two days out PPing Founy for the parchment top. the first day i spent 2 hours (before the guild requested my assistance) and only got some pocket change and a gem. the second day, today, after the 2nd spawn he finally dropped it.
advice that i can give is.... be patient! lol. you can only PP Founy a few times right after he spawns. so make sure you keep it up till you get the message that your attempt at PP failed.

Being a dark elf didn't help this one out. I had to sneak hide in to pick from Founy but all went smooth. Positioned my rogue and on 4th spawn was able to pp Stained Parchment Top. I have read many posts that state once you pick all the coin from Founy and try about 10 more times to give up and wait for next spawn. Hogwash! Keep picking away.... After taking all his coin and some pages too, I successfully got parchment after 13 unsuccessful attempts and game time was at 9 am. He is opposite spawn of Tani for bottom parchment. Founy despawns at 7 am and respawns at 8 am. Good Luck!

got it on 6th attempt while shrouded in rogue goblin to get 200 pick pockets (mine is 148) today
I haven't gotten mine after 10+ hours and a crap load of lost exp.. (about to turn 50 again lol).. one more death.
200 Skill.. no go so far
However I have to agree.. it appears so far that once I am done getting money of any kind.. is when i get "something" and then dead lol.

9 hours today and I lost more than a levels worth of exp. PP skill is like 189 or close to maxed. I dont get it. WTF is goin on here ? was it totaly nerfed or do I suffer from bad luck ?

I've lost count of the amount of spawns of this guy I have tried to pp - still nothing. He has aggroed on my twice so far and killed me once =( I'm a lvl 51 rog with pp skill of 200. Why Why WHY won't he give it to me? /cry

dude no worries. i finally picked this dorf at 45 on the 8th spawn. it only cost me 12% XP too lol. just a bit of advice. if you ever get ANYTHING besides money when you pick him, STOP and wait for new spawn (respawns @8am game time. EVERY time he spotted me was 2 picks after i got something. 1st i got a pearl, 2 silver, LOADING, PLEASE WAIT........... andthen i got Salil's Writ page 80 (i think), unsuccessful, LOADING PLEASE WAIT........ if he spots you, lay down because you are dead. i had 2k hit points, agi 176, and SoW and i never even made it to the tunnel. he is truley a PIMP cause he had me going down like a crack ***** within 2 ticks. oh yeah, for those Dark Elf thieves out there like me, watch the guard. he WIll spot you picking if he is standing in front of the tunnel. the good news is that if HE spots you, you can make it out alive with SoW.
oh well now off to Neriak to rob my bruva of the bottom half. I NEED MY RAGEBRINGER DAMMIT. good luck out there.

Not always so. I lived through him catching me twice when I did this quest. The trick is to react quickly enough. Of course, now if he catches me, I giggle at him. If you have either Counterattack disc or Nimble disc, you just need to pop that and quickly back out to the zone in. Practice the path a few times while walking backwards and you should live no problem. Another option is to find a friendly chanter to come toss a rune on you and get pally, cleric, and shammy hp buffs so you have the best buffer possible.

First spawn I keept trying to steal from him even knowing he didn't have anything and he finally chased me down :( I got rez and waited for him to despawn and respawn... got a few pp and a flame agate and next was stained parchment top. Peice of Cake! W00t! Good luck to all.

I hit Exterminator Vin one time and looted the parchment. I have not read any reports about him having it and was pretty surprised.
