why in gods name can't a barbarian equip this. EVERY rogue but barbarian? Is this a typo?

Because Barbies are posers. Halflings are clearly superior.

The effect on this earring is NOT permanent. I have one. It is a clicky effect with a 2 second casting time, the buff icon looks sort of like an orange sunburst. Unfortunately regen spells like Regrowth override and cancel the effect. :(
The effect does give 5 DS, 5 regen, and 5 pure atk (7ish in reality). The clicky stacks with Avatar, Grim Aura, and my other normal level 65 ranger DS and atk buffs.
As a side note, I received 3.5 AA blues at level 65 from doing the quest turn in, was a pleasing surprise.

Effect on this doesnt last for one hour, its Permanent. The 1 hour is if it was cast from a PC onto someone.
Effect on this adds 5 hp, 5 damage shield, and 5 attk.. for 1 hr.. nice.
