This quest has been figured out in the "Quest"ions and Answers forum. Here's a rundown:
Ok, here is what you get:
Kaglari Mana Doll
magic item lore item
slot: primary secondary
AC:4
Mana:+15
wt:0.8 Size:small
Class:SHM
Race:BAR TRL OGR IKS VAH FRG
Quest starts and ends with Bregna in Neriak.
Bregna gives Beginning riddle.
First riddle: Halflings with Woople Nek FOrest
Second: Fire Drake in LS
third: Wisps in EC
Give all four to Zeek in Befallen
Take case of potions back to Bregna to finish
So its not just Trolls, however if your not a shaman, or you dont have the froglok expansion, then no this quest is no good for you. No Quest for you! (Quest ****)

i think its a cruel joke they make riddles to poor dumb trolls! 
Troll shaman (guildmaster?) gives this quest in Neriak.

This quest stars from some troll in Nektulos... this is how the quest goes:
He gives you some Troll Riddle Guide thingy
First Riddle of the Troll drops off of teh named halflings in the southwestern part of Nektulos
Second Riddle of the Troll drops off of teh Fire Drakes in Lavastorm
Third Riddle of the Troll drops off of teh willowisps in EC (Nowhere else but in EC)
Take all of the scrolls to some halfling at the entrance of Befallen and he gives you something... didn't make a troll so i don't know what it is

The second riddle drops off fire drakes in lavastorm. I only got one off the 5-6 I killed at the time so I wouldnt say it's common.
Actually 1 in 5 or 6 would be very common. Uncommon is like 1 in 20 or so. Rare is like 1 in 100... Etc. etc. etc.

Maybe Lavastorm but i can't remember anything with wings in Lavastorm... I haven't been there in a long time maybe there's a winged beast there now =)
I could also be Skyfire mountains in Kunark since there are many winged beasts but i doubt it's there since that zone is kinda high lvl.
So i would guess Lavastorm
EDIT: My Mistake Lavastorm has a bunch of Winged Beasts abd it's also near right next to Nek forest so i suggest you go look there if you want to find the next riddle.

I was killin in east commons and got that drop. I read it and thought through it. I then decided it was probably for a troll and since it was for a troll and no drop I decided I dint need it.
