Actually, it does help bards, just like it does everyone else. The reason you think it doesn't is the math behind it... 3% boost to 100 med is 103 med., but a 3% boost to 1 med is 1.03, rounded to 1.00. So, it's better to say the med mod doesn't help bards, hehe. Same effect I know, just being silly. Bardmed is like non-existant without FT. Go FT15!!! hehe
252 is the hard skill cap, and can't pass that under any condition, but to my knowledge if you are below that 252 hard cap (even if you reached your own cap because of class) you can benefit from + percentage items. So I'm pretty sure answer is yes, you'd get the extra 3% as a beastlord
The real problem is that 3 percent to meditate is mostly useless. At skill of 226 you get 226*1.06=13.56 mana per tick (+1 for every level over 50). With the skill mod you get a skill of 232.78. If that comes out as a skill of 232, you will get 13.92, if it rounds up to 233, you will get 13.98. But either way, all of those numbers will be either truncated to 13 mana/tic, or rounded to 14 mana/tic. For absolutely no improvement.
I took my lvl 36 necro out here with a 48 ranger, a 50 shammy, and a 35 necro we controled the war fairly easy. We killed the grimling chieftan and immediatly the owlbears marched to the grimling camp so we demolished the defenders. Headed to the sonic wolf cave and went thru 2 waves of wolf invaders heading for the owlbear cave about 15 mins apart. Then the owlbears made their way to the wolves we dispatched the wolves and made our way to the kitty outpost just out side shar vahl. We made it in time to catch the change. We sent in the ranger and pets and stood outside as ranger got all aggro and began blasting the Shriat chakku to hell and back once she dropped the others despawned. And Viola first attempt the eye dropped. I got it and i am very pleased with an item that has a ft effect on it and was this easy to obtain. Unfortunately we stayed for 6 more cycles of near perfect war control and Shriat never dropped another eye im not sure how rare it is but I belive I got lucky on that first drop. People say this is a rare item, well if it is i must of got lucky. First time ever getting the War complete by having the Owl bears own all 3 camps. And i went to the outpost and killed Skriat`Chakku. First time ever killing him, and he dropped 2 of the Eyes. So i looted my eye and then gave the other to a Shadowknight who just happend to be in the zone with me. So if they are rare, then man i got lucky. Otherwise just letting you know that more then 1 can drop per corpse.
remember the oracle shield in Eastern waste ONLY drops durring the Ring warr offthe oracle ..... kill the oracle at anyother time and not only is he more powerfull but he drops LESS loot....

I saw the 10th ring war go down and they linked about 5 items that they were givin and most were no drop. How do you keep one person from getting all of the items that the quest NPC gives?
It's a nice item... I think dropping that No Drop tag would make it a lot better, seeing as how this really is suited for a player that could get experience from the war. I actually submitted details on this too. Coupled with KEI and Beastlord regen spells, the mana regen is very nice.
Dropping the no drop tag on this would be a horrible idea. What would immediately happen is that this item would become a 24 hour a day camped commodity sold at exhorbitant prices to low level people in the bazaar.
I am not a fan of the no drop tag, but in cases like this where it is an easy to get item with a very desirable effect, no drop is your friend.
wow - FT1 and med +3% - nice effects, but man what a low set of stats - but given it's part of the war, and it's not too terribly high lvl, i guess it's pretty nice
Actually most FT items come from raid type scenarios. Outside of this one, earing of the solstice and a few of the pieces from the Legacy of Yekesha zones are the only ones that I know of off the top of my head that do not require raids or level 60+ groups.
