I am a level 47 barb shaman, camped this spawn solo for 3 days(4 hours a day). Killing the little gnome fella, scrubbers, engineers, and treasure sorters. Konus spawned twice for me, and both times I could not kill him on my own(with doggie). He is a lot more diffucult than his ph or other similar mobs in area, but still conned dark blue. He resisted better than 50% of spells cast on him, even after malaisement, slowing him could take 4 -5 attempts. In the end my new monk got a nice cloak out of it, and I picked up a level and a half.

Found it, as said, on Konus Ataluk. He is a small gnomeish pirate in the last house on the far corner of the land - if you enter DUlak from Gunthak, and follow the right wall until you run into the fence, turn left and follow the fence all the way down the pier/waterfront until you reach a small white house on the corner, he spawns there alone in the house when up.
Had 5khp exactly, with no special abilities or effects. Conned very green to my level 65 druid, and hit me for a max of about 90. Seemed like a pretty easy mob to drop a cloak this decent for lower-mid range people.

thses rec lvl of 34 items from LoY are pretty nice mid 20-40's stuff, I wouldn't mind this cloak on my monk or maybe my rogue.
