What is not readily obvious in these posts is the only way to get a Coldain Smithing Hammer short of beg, borrow, or buy; is to do Coldain Ring #4: Platinum Coldain Insignia Ring. They don't take long though getting the HQ pelts is a little tedious.

You say, 'Hail, Tain Hammerfrost'
Tain Hammerfrost says 'The bloody Kromrif ambushed me! I escaped, but I am near death. They'll be tracking me down to finish me off at any moment. Without help, I'm as good as dead.'
You say, 'I will help you.'
Tain Hammerfrost says 'Thank Brell! I hear them approaching from just over that hill! Slay the leader, Ghrek, and give me his elixir.
Face east and four giants will briefly come running towards you. Kill them before they reach Tain Hammerfrost. Loot the "Frozen Elixir" from Ghrek Squatnot and turn it in to Tain.
Tain Hammerfrost says 'I will report your selfless actions when I return to Thurgadin. Take this for your troubles, friend. I hope you find it useful. Fare thee well.'
Your faction standing with Coldain has been adjusted by 5.
Your faction standing with Dain Frostreaver IV has been adjusted by 1.
Your faction standing with Kromzek has been adjusted by -1.
Your faction standing with Kromrif could not possibly get any worse. (assume it's -1)
You gain experience!!
A "Coldain Smithing Hammer" will appear in your inventory.

I'm fairly certain that the "exact location" is completely random, because when I helped someone with this part of the ring quest a bit over a year ago, we found Tain near the top ramp leading down to Kael Drakkal. After wiping, we went back with a bigger group and found Tain a fair ways off to one side of the ramp.
For the Coldain Smithing Hammer I almost always find TAIN HAMMERFROST up (laying down actually) on the east side of the zone, unless somebody either received the hammer or got him killed.
This is for the 4th Coldain Insignia Ring quest.
You might be thinking of 4th Coldain Prayer Shawl quest.
TANIK GRESKIL does mysteriously appear near the ramp to Kael, *also* has a trigger of "I will help" and *also* gets jumped by four giants and *also* needs a blue vial to complete the quest

Where is this hammer sold? by which vendor?
Can find a "Velium Smithy Hammer" but not a "Coldain Smithing Hammer" :-(

This hammer is obtained by doing a short quest in East Wastes. Find a coldain named Tain Hammerfrost. He is laying in the snow somewhere near the iceclad bridge. Location is about -5700, -2900 i think. I am not exectly sure because i ran across him by chance. Anyway, hail him:

At this time four level 45ish giants come running over the nearby hill. You have to intercept them and gain aggro before they get to Tain. If you do not, they will kill him very fast. There are three frost giants and one named Ghrek Squatnot. The named is not any harder than the other three. Once you kill them, loot Ghrek's elixir off of his corpse and hand it to Tain to receive the Coldain Smithing Hammer.
I am a level 54 wizard, I did this quest by first drinking a sow potion, then standing in front of the giants to aggro them (they are on Kromrif faction and im max kos). I then AE snared them and quadded them with Pillar of Lightning. I am sure a tank, healer combo would also work. Even better with a chanter.
By the way, this is part of the 4th Coldain ring war quest. However, you can do this without doing the rings at all just for the hammer.
