LVL for effect is 50.
This would be the perfect weapon for a necro fear kite IMHO.

Got this a few days ago in Nadox... He hit for 196, and enrages at 10% HP. Hits fast, as do all LoY mobs :/ And drops this Mallet. Looks like a large sledgehammer and it SEEMS to me that, despite what is said above, the proc looks like a tashania which looks like it affects me as well as the mob it procs on... also, when I look at my mana it seems to go up 1% each time I proc. This can only be proc'd against mobs with mana. If anyone else knows if this proc also gives mana to the user, please respond.

I'm not sure that is the case. Reading the spell description says that is reduces target's mana by 50. Doesn't say a thing about returning it to you. I hope it does but don't see any evidence of it yet.

They must have read your comment and done something about it! ;)
Just clicked the spell link now, and under effect, it lists a "recourse effect" of increasing your mana by the same amount it takes from them.

it says recourse because it is a debuff that in turn buffs you, as in suchandsuch recourse is the buff that shows up in your window. tap spells dont have a recourse effect so why would one be listed?
