I can confirm this drops from High Priest Grumsalsot, (Grumsalot in the bestiary here... misspelled) it just dropped tonight for us. It is not his regular rare drop, which is the Witchdoctor's Cudgel, it's a super rare drop from him ;)

Ive never seen this drop from Dulein and killed him lots of times. The one time I have seen it drop was from High Priest Gumsalot , who is a deathpopper. Killed High Priest Gumsalot four times now and the other three times he just dropped the saltwater encrusted idol so assume its his uncommon / rare drop.
It would make more sense for Sony to make a FT item drop from a rare mob rarely , than from such a common spawn as DG. Otherwise the market would be flooded with it.
Pity it was a shoulder slot item , only time Ive ever seen a Ft item drop and funnily enough both myself and the chanter I was duoing with already had better as we both had the blessed prayer shawl ).

I can confirm that it still drops of Dulein Gedasai. I found the Shawl on him yesterday on Kael Drakkal Server.

He dropped the sash and it now has the effect of Brillance, not FT1, unless they are the same . . . which I don't know. ENC only item and can't be use from inventory. He tried to gate, but didn't quite make it.
this item is only ft1 which is not a big diference . for the price it will sell for in bazar you would benifit more from an ODS
this will help give back 10 mana a minute so thats 100 mana in 10 minutes.
the ODS saves you a random percentage on all spells lvl 60 and below saving you much more than 100 mana in 10 minutes time . now if you can aford to put this in our shoulder slot and already have a MP4 item and you are looking to get just that much more mana back and max your ft i guess i can see wanting this .

Um... maybe on an item by item basis, but FT stacks up to 15... so this, and Earing of solstice, gives you 2 mana regen per tick.. add a few more and you WILL see a significant differance...
Sice you can get up to FT 15, you can basically have a permanant kei. But since Kei stacks as well, as does many self buffs, PoTG, and Beasie crack, you can end up with some SERIOUS mana regen..

Don't bet on a nerf too soon. There's already droppable Vengeance I items out there, not to mention the few Aura of Battle (e.g.) items. Droppable wear-buff items are becoming more common.
