You can give it back to Palatos Kynarn for more faction, but apart from that no one really knows.

The Erudion lady near the qeynos docks tells you about it, but doesn't take the painting.

This is used in the painting quest.

as a sub part of that quest give Palatos Kynarn 4 Capt. Orlins Spiced ale (5 or 6 silver from the merchent right next to him).

Gives these faction changes:

+ Craftkeepers
+ High Council of Erudin
- Heretics got worse.
+ High Guard of Erudin got better.

He gives you the beacon mount for the 4 ales.

It's Captain Morgans Spiced RUM, not ale, just to clarify. But I see the similarity.
