It is not technically a "ring" event, but it does happen in waves. There is a Guardian of Doomfire you must kill to trigger the event. Killing it spawns other mobs deeper in, then killing them spawns more, etc.... Eventually Fennin spawns, of course. Not particularly difficult as PoP bosses go, unfortunately. Xegony and Coirnav are much more challenging and fun fights.

I dont think many level 65 of this class are going to find lower levels to come assist in obtaining this item without the possibility of using it until thier final level.

At lower lv or to hunt the old world dragons this may be true, but when you have a guild that have acces to the elemental planes, they dont play for exp or pp (as everything is no-drop), but only for acheivement, and of course the new "phat lewt".
And it is a lot more of tactic and planing the fight rather than the numbers, a crew 12 people that know what to do could do much better than 40 people that dont know how to play.

i dont think there will be too many less than 65 that will have an opportunity to even see tier 4 zones (unless they are alts in a strong guild or really lucky to get the flag) so putting a required level of 65 on it seems most fitting.
Just alts - luck isn't going to get you all the flags required to enter PoFire.
yep. if you are flagged for elementals, but arent 65 yet... something is seriously wrong.
