Can anyone verify whether or not this charm works in conjunction with tribute haste?
FYI tribute haste = worn haste, not haste from a spell. so yes, it works with tribute. However this doesn't make any difference if you have a haste item.
this item is NOT nodrop any longer. Was in bazaar for 12k today

Saw one for sale in bazaar for 90k on Luclin. Apparently it is not no drop anymore.
Found one of these in the Bazaar on Xegony tonight and checked it out here before buying it. Wasn't sure if it would work with my haste belt. Vendor offered money back if I could not use it so I bought it. Put this thing on my 50 Ranger with his 31% haste belt and viola!! Got the full stats. Great for a melee/tank or a wanabe melee/tank. :o All I can say about the 4AC, 20HP, +15 Str and +10 Dex in an otherwise usless spot.... PROC on baby!!

I just looted this in Nadox. Was camping area with my SK and shaman. Looked at the item when it dropped saw the requirments and looted it with the shaman since the SK always has haste on.
Come here and read that the effect is still valid with haste and is improved even further without haste. I can say for a fact that this charm gives a big fat ZERO to any stat once hasted. As soon as I read that post about the base stats still being valid with haste. I logged the shaman back on and hasted him to see the result. I went from the stats posted above on the charm to no stats.
Thank god to I would have been a little upset if I gave my shaman a charm that could give my SK those stats while hasted. So all in all I find the charm worthless myself. But just wanted to clear up the fact that this does not give a single stat while hasted.

I have a friend who has this charm.... when NOT 'hasted' it has these stats..
AC: 8 STR: +30 DEX: +20 HP: +40
When hasted, it gives the stats listed on the above pic.

Have this on my 65 ranger:

Ranger using epic Swiftwind with 40% haste on it...and charm still shows full effects which are AC 4 str 15 dex 10 hps 20. It isnt a progressive charm in that the better a stat is the higher the stats..it either gives the stats listed above..or not at all.

I spent about 12 hours at this camp with my 55 monk, a 61 Ranger and a 65 Druid. About 3 hours of this camp a 65 Wizard and a 61 Cleric also joined our trio. We killed between 400-500 undead mobs. We saw an undead weaponsmith pop 5 times. He dropped the bow all 5 times. We also got 4 coral rings off of some of the other mobs that popped. The rings are fairly nice, but this camp is definatly not worth the rewards. The xp is horrible, the pp is fair. Good luck =)

i agree about the camp not worth it. since the drop doesnt give the stats when you are hasted not really worth the effort.
Weaponsmith appears to usually drop the bow, can rarely drop this. We popped him just past that big luggald room, pulled to safe hall before the undead start.

It says spells on you, which means spells to me. Most item effects appear in the spell database, so I'd guess that there are possibilities of them interfering with the charm granting it's bonus.
This for spells only or does it include haste items such as SCHW's? (and btw who drops it?)

What about Seething Fury on Ragebringer?
SCHW's would not stop this item from giving a bonus. Haste songs like the monk epic and Whistling Fists would prevent this item from giving a bonus.

Im curious to know if this particular charm would apply to many of the monk hastes.. As a 56 w/ Epic, Whistling Fists, and a Seblisian Berzerker Cloak I am curious to know how this item applies its haste.. Monk Epic ( Spell ), Whistling Fist ( Song ), and SBC ( worn ).. I will be leving in Nadox throughout the week so i am looking forward to trying to get one of those.. Will post if I find out..
