You can get this off the merchant Rehema in Crescent Reach.

Rehema and the Soulfire write up is wrong

this item is not sold by Rehema nor is it in the Inn in Commonlands like the SoulFire paladin epic says you need a regular cloth shirt not small the one in Crescent Reach is small not a regular cloth shirt
