Found him on the porch of one of the houses and he dropped sleves, yay.
This item has the same name as another Arm slot, usuable by the same classes, with a Pic similar to a ring, with the following stats:

Seem that they switch a lot, yesterdat 26/11/2003 looted this and it sure had Spell Haste II on it.

EDIT: I read the item name wrong. Never seen these before, but I do know the Unkempt Bracers have no Spell Haste :P

These now have a recommended level of 34 on them... picked up a set 9.2.2003.
