Have tested this fairly exensively with my level 61 Ench. It is definately linked to INT not CHA atm. The stats are sometimes 'one click behind'. What I mean by that is there seems to be an update problem with displaying the stats for this item. If you change your INT and check then nothing seems to change until you take and replace an item in inventory, even a non effect item like the shuriken I carry in my ammo slot as a rez marker. I can confirm that at 260 INT it has 7HP 3MR 3CR 3FR. I am hoping this may increase as I reach 62 and my INT/CHA cap lifts again.
Update:
After the patch on 13th March the stats on this charm were changed so that they increased with CHA not INT. Currently I am 63 with a cap of 270 on CHA. Have not seen better than 8HP 3MR 3CR 3FR from this item which is achieved at 270 CHA. Not great perhaps but better than an empty slot :)
Finally maxed PP and cap on CHA is now 305. Final stats on this item are 12HP 5MR 5CR 5FR. Given that I now have the Intricately Carved Figurine and EP access its kind of accademic interest, but there you go.
From what I've seen on the charms they seem to go up by 50's. People check at 160, 270 305, et. Usually above 300 they seem to be maxed out. In this case possibly 10/5/5/5. Just an observation.
Well it seems that everybody has having different experiences with this. Some get bonuses at fairly low cha, some get virtually nothing at very high cha. One guys bonuses go down as his cha goes up.. and for others its based on Int.
Make me wonder about the combinations of Cha and Int on the items they may be swapping.
In any case, I looted this today, 5/6/03, and it does nothing for me at all. Change my cha to a mariad of values ranging from 75 to 167, and did not see a single bonus. I also tried pumping my int up to about 120.. and nothing. =/
Well I think the best explanation is they went back in time to make the post. Either way I got this charm on my chanter and I'm not very impressed either.
While swapping equipment this seem to be working on Int at the moment not cha with 255 int I had hp7 sv fire, cold and magic 3, and it dropped the lower my Int weent Cha had no effect it was the same with 110 cha as with 206 cha
Given the amount of selling I do, I have a huge amount of CHA items about, and what I discovered is that this item's message is *false*...at a base CHA of 70, this item conferrs +5 hp, +2 saves to magic, fire, and cold. At 125 CHA, this drops to +3hp, +1 saves to magic/fire/cold. In other words, it starts out really low and actually gets LOWER unless you're butt-ugly...
no one said anyhting about that in the above posts, just that necros have low cha, and they do cause all the good gear drops your cha. Little touchy arent we ?
Very true, and cha does affect mez and charm. But I am uncertain how a neg cha affects a necros ability to charm and mez undead. With an enc the higher the cha the better, but does a more neg actually help a necro? I have a necro alt I am looking to play soon, and most of the good gear I have seen for him have a neg cha on it. I just don't want to twink out my necro alt with gear that will end up hurting him more than just using my leftover wizzy gear and boosting his hps and sta. Hopefully VI and now SOE have enough sense to make a necros' mez and charm checks based on how low the cha is and not how high like an enc or other charming/mez class.
BTW - with magelo being down from LoY, all of my stuff is severly outdated.
He was refering to the thought that a lower charisma makes fear last it's full duration more consistently. I've seen tests done with this where they measured a fairly consistent longer duration with lower charisma and then decided it was inconclusive because it was only a difference of maybe 5 seconds, but when you're talking about max duration of 48 seconds, 5 seconds is a fairly large difference. Personally, I was always rather sceptical about it, but it does seem to be the case, even if it is only the difference of a few seconds. The other big factor being level, which makes a bigger difference than charisma anyways. Remember, higher charisma only affects average charm and mez durations by a similar percentage. But in the end, it's up to you to decide what you believe. For the longest time I was sceptical of it as well.

I have put together with the help of the Warrior community a Compiled List of Warrior Useable Charms. So far it is the most complete list of charms. It is updated daily so as I get information I post it.
Inside the fort in Gunthak...dropped off a rare spawn...a troll named Soothsayer something-or-other. So far with only 91 charisma its given me +5 hp, and +2 on 3 different saves...magic, fire, and cold. Hope this helps. =)
He spawns in the inside the fort at the north east corner and wanders south. He has a PH, I got Doxok to spawn about once every 4-5 spawn cycles (the spawn time is the same as the other trolls in the fort).
