Just had this drop off the guy with the first keys in befallen while attempting to do one of the new tasks there. Was on a 59 rogue, not sure if level matters for drops, but is an instanced zone for the tasks.
Had one of these drop off a shady worker today.

Got the silver medallion off somethin Fareyes and she hit HARD and fast and had hella HP.
Dropped off a high seas assasin for me in a tavern in dulak.

Just a note... did the turn in tonight...
The characters who turned in were an Erudite NEcro and a Human Warrior. We were able to invis through neriak up to the area where the guy is. The guard nearby aggroed us, and we killed him (light blue to 55) when hailed, he went on about his missing [lieutenant] but we were unable to get him to continue the dialog.
We just gave him the 4 medallions (bronze, Silver, Golden and Platinum) and recived the charm. A quick test of stats, grouping a lvl 1 warrior in with the lvl 55 was somewhat dissapointing. (ac 1, 2 smv and +2 to a couple of stats) It may be that the charm is level dependant or some such, but if not its certianly not worth the time... we'll have to see.

I can't find this Firon npc anywhere in or around the warrior guild, on the roof there is a static named guard standing on the right side and no one on the left side... I have all four medailions but can't find him anywhere... frustrating. Could it be he despawns for a certain ammount of time when someone completed the quest?

These are for a quest in Neriak Commons.
Collect all 4 and turn into a mob named Firon Dernkal on the roof of a building in the Indigo Brotherhood section for a charm.
The Charm is called Charm of the Brotherhood. Gets more powerful the more members of your class are in your group.
Mob was indiff to me, while the brotherhood and others were all KOS, and the vendors are ally.

you need 2 insignia from each ship to put in the erudites box, hope this helps, still clueless about the medallions though, i have 4, i am guessing there are only 4 because they share the graphic and color of the coins of norrath
the insignia thing was cleared up below, but still seem to be people mistaking one for the other. Also, there are emblems that drop for various spell quests (ex: Golden Emblem) these are not the same as the Medallions. Give your local druid a break, dont pick up the emblem thinking its the medallion, unless you need it. Thanks all

Have gotten 4 so far, An insignia of hatred, slaing, blackblood and Oceancrasher Insignia. Wonder if these are what is needed?

The gold one dropped for me off the Bard mob in the bar (can't remember his name broken troubadour or something) the same mob that drops the piece for the bard song.
There are 5 boats in the dock area. I've been spending some time the past couple of days on them while exploring them and trying to get a "Captain" to spawn as it seems likely that a boat should have a captain and I've seen one report of a captain.
The boats are named Stormwave (SW), Windscorn (NW), Oceancrasher (N), Dandolak's Run (NE), and Lady Dirulia (SE). Each appears to be of a slightly different level of difficulty, some have clerics and SKs, some just have melee mobs. The Stormwave appears to be the easiest of the boats. Any mob on a boat can drop the badge for their boat and also drop gems (I've seen a diamond drop from a level 40ish mob). Hope this proves useful to Dulak hunters.

Yesterday when I went to Gulf of Gunthak I took the long way. PoK book to Paineel and so on. Just before zone in to Warrens there is a room with a pond, I noticed a new NPC there. He was a representative for the merchants of Norrath complaining about the bold pirates and how they are bad for business. In the end when you agree to help him he gives you a 10-slot merchant crate and names 5 ships, he wants 2 badges from each ships crew and they are to be put in the box and returned to him. Haven't done more yet. Just went to Gulf and had a first peek around. But maybe these medallions are the badges asked for ?

the crew members on the boats do sometimes drop badges (2 per boat like you said) but they're different than the medallions. before this i had no clue what they were for but now it makes sense. i guess i'll try to get the rest from the other boats tommorow and see what he gives me.
the quest is giving in paineel by the well next to the entrance to the warrens. you get a box to put the 10 badges in.

All the "Medallion of Service" pieces drop off various MOBS in Dulak. So far I have looted all 4 (Bronze, Silver, Gold, Platinum) versions but have yet to see any NPC in town that accepts them.
For general reference on who drops what.. Here is a list.
-Yard trash, Drunken pirates and basic workers drop Bronze
-Wharehouse, "Housed" and tavern Mob's that are lower in level drop Silver
-Refinery workers, Ships Crew and Treasure Sorter's and MOB's that are slightly higher than normal drop Gold
-Lieutenants, Taskmasters, Officers and named MOB'S drop the Platinum.
NOTE: this is a "GENERAL" List of Mob's that drop them. its not 100% and I have seen a Broken skull scout drop a Silver medallion and I have seen a Burdened Orde cart puller drop a Platinum medallion. But for those looking to get these, this is probably the best place to start.

How many different boats are in this zone? And are there different medallions that drop from each boat? When I say different, like are they named different, or made from a different metal.

i have looted a plat. and silver medallion of service. i got them off the storage attendents and workers and shady treasure sorters. witch btw drop the druid spells coins.
not sure if there are more types or what they for yet. yes mobs in dulaks.
