Probably listed as new for the same reason a bunch of other things that have been around in game are listed as new, because it was just added to the database and is therefore new to the database.
Note the zone name: qey2hh1. That's West Karana. It's just a Translocate that has been around a while, hasn't it. I don't know how this got in here either.

It's too bad they finally added this. Planes of Power makes this a lot less effective than it could have been, back when wizards and druids were the main sources of getting anywhere.

Same wizard spell thats been around since release. not sure why its listed as new.
