i got this from the scrap metal quest in akanon....

I got one of these off the Erudite Madman on the island in Erud's Crossing (Wisp Island). The Erudite Madman seems to be a relatively rare spawn, is always a caster, and is liked by the cats. (Don't attack him near the cats or they'll aggro).
