Nobody is going to want to quest for this piece specifically. However with the bazaar, Twilight Sea armor questing has gained a bit of a cult following. All you need to do is grab a couple friends and sit at some of the camp sites, such as the shadows in Twilight Sea or the thought horrors in Mons Letalis and start collecting pieces. Then you can look for remaining pieces in the bazaar or sell the pieces you obtain. The pieces I stick on my bazaar mule sell almost immediately. If you manage to make armor pieces, you can twink alts or sell them. The chest and weapon pieces are surprisingly decent.

So, yes I agree with you about questing this specifically. However, I wouldn't complain if it was the result of some general TS questing.
