6 second cast time, no recast time.
Effect wrong

The "Permanent" on the effect is wrong. They are triggered with a 9sec casting time.
A little confused...

I am not knowledgeable on caster classes, so feel free to correct me, but wouldn't a permanent damage shield of that size on a mage (in group or raid) be a bad thing? I am assuming (usually a bad idea) that any damage a mob receives from a damage shield further increases aggro. If so, then if a mob breaks off and starts beating on the mage, then isn't it going to be that much harder to get it off before the mage is killed?

You get hate from a DS only if you cast it while the mob is engaged with your target, this is because you're casting a beneficial spell on the target while it's on the mobs hate list. If the DS is on the player before they engage/aggro the mob, you don't generate any aggro from the DS.

The closest analogy is that the damage from damage shields is neutral. Casting the spell on a party member isn't neutral, but the damage doesn't count toward your aggro. Try casting a DS on a newbie that can't hit their mob... the thing will die and no one will get the exp.

if that was the way is worked clerics would never use those evil evil ds spells they have ie the reverse ds that does dmg per hit the mob gives
or the one that heals the person the mob hits per hit given my rogue has had the misfortune of playin with my guilds main cleric and when i got him to half i was at half and he only bashed me

No, damage shields don't generate more aggro because the mage doesn't do the damage directly.

I mean say I cast a damage shield on a warrior. Mob hits the warrior, takes damage from the DS. Who's it gonna be mad at, the warrior? or the mage?

Na, trust me. DSes don't cause aggro.
