1 - as far as I know a recharging combine can be done by any race, and is always no-fail. At least, that is true for the Anizok devices.
2 - The effect is a spell-based haste. It would not stack with shaman/chanter spell hastes, nor with normal bard song hastes. It would stack with worn-item hastes and with bard over-haste songs.

Wondering if you need a certain skill in tinkering to do this? I'm new to the gnome world & don't feel like losing my vambraces if I were to fail.
Also, I have not once used the clicky effect on this, but went down to 4 charges left out of the blue. This happen to anyone else?

Was just curious, they go for 10k on Brell and my gnome sk would love these. But does this haste stack with chanter or shaman haste? Since it's clickable was only reason I was thinking it might not.
I have a gripe about these - 3 infused gears. Why? Why do all the other equivelent cultural arms require only 2 celestial tempers while ours requires 3? I hope this is an oversight that will eventually be fixed - like the missing wisdom on several underfoot plate pieces.

will be very expensive...40% haste? rechargeable? I'm thinking these will cost more than the BP (buying/selling, not making) for that fact alone...stats aren't too bad, for gnomes, but 40% is sick for a player made item...this'll start putting those gnome fighters on the map...

There are already gnome arms with 40% haste. Clockwork watchman vambraces. They have good AC but no stats. I cast haste with them then switch back to crusty. (dont laugh, I need all the strength and stamina I can get)
Yes, those Clockwork Watchman Vambracers are one of the components for the Clockwork Observer Vambracers and the chain equivalent Clockwork Shadow Walker Vambracers
On Vazaelle at the moment, breastplate, legs and arms are all priced at 25k.
