This is a 1 group fight, not a raid.
If you'll look at my magelo, you'll see that even at 65 this is a nice upgrade piece. (Somehow I'm still wearing KAEL bracers.)
Wrist slot upgrades are pretty hard to come by, and just don't seem to drop often enough. The mob in question drops a pally sword most often, and a range defense item after that.
I've killed him several times and yet to see this drop, but I'm still hoping!

Charm of Defense and Pally Spear drop at castle 1, this one drops at castle 2

Looks like a buffed up version of the bracers that drop off Doomshade in UP only it's no drop.

If I remember correctly, this drops from the Doomfire Vicar in the doomfire castle area. Red con to lvl 65, killable by 1 group.

alright i dont know about you but 15wis/75 mana on a bracer *drool*
