Strange but the graphic in the item window above looks more like a Shoulder item than a sleeve . . .
The in game graphic looks like a cloth sleeve on the one I have.
I crafted this at lvl 55 no prob. and the hat and boots at 55.

Posted: Sep 12 2003 at 10:33 AM, Rating: Sub-Default, (Expand Post) sleeves for enchanters suck...these are very good considering what most casters have on...I have kael sleeves and transient...the ones from maiden's eye that I'd say 95% of 45-60 int casters wear...and they are in and of themselves TERRIBLE!!! caster shoes and masks always suck balls too that's why halfway decent ones are always mucho pp

The actual stats on these sleeves are as follow:
AC 11
Dex 3
Sta 4
Chr 4
Int 6
Agi 7
Hp 40
Mana 45
Sv Fire 5
Sv Cold 5
Sv Disease 5
Effect Mana Preservation IV
Takes 2 Ethereal Silk Swatches to make
Since the change in pop access you only need to be lvl 62 in order to make the tranquility armor
AC 11
Dex 3
Sta 4
Chr 4
Int 6
Agi 7
Hp 40
Mana 45
Sv Fire 5
Sv Cold 5
Sv Disease 5
Effect Mana Preservation IV

You only need to be level 55. Flags are no longer a requirement.
As another data point, I was able to make mine with only the quested CoD key, at level 56.

The ac and hp/mana is pretty good, the other stats are okay, but the absence of charisma puts this item in the just above average category to me.
The listed stats are incorrect, I assume they have been updated, or were incorrectly communicated. I just got these, and the stats are: AC 11, DEX 3, STA 4, CHA 4, INT 6, AGI 7, HP 40, Mana 45, SvF 5, SvD 5, SvC 5, Mana Preservation IV.

My personal feeling on stats; they actually do very little in comparison to Focus Effects.
