Not a proc, it's a worn effect. All spells over 3 seconds will take 20% less to cast. So, a spell that normally takes 5 seconds would take 4 seconds.

Love this thing as A Paladin it Gives haste to almost Every spell in my book Haste Except Stuns,DD and Short cast buffs under 1 Second. Nice thing in an Ldon or a XP group when a Self buff Dropps during Combat U can stun The mob mem a Spell restun and Cast all in one shot. =)

Ok so this spell haste is only 20%, vs Enh Haste IV which is 30%, but it appears to cover a few more spells. Just got it last night and right away I saw a cool thing, it fired on Pacify!!! I can see that paying a small dividend when trying to quickly pacify a whole room to pull some main mob way in the back. More importantly though it fired on superior healing (down to a 3.6 second cast). I'm 59 (Paly btw and oh signet of the valorous for enh haste) and was never able to use the slightly more efficient superior heal over light of life during fights as it would consistantly be interupted (solo or as MT). Using this mantle now though I was able to solo a mob that beat me in the past because he got way ahead of my heal over time and I'd have to burn mana on quick 400's to catch up. (got 2 out of 5 sup heal casts to land). Pretty specific use, but every little bit helps and all.
