I had great success in East Commons, hunting the Young Pumas there, and in Northern Ro. It is a bard quest, so it is likely that you need to go all over Norrath, and not stay too near one town.
it's not just for a bard quest....

I could just be spectacularly unlucky but I spent three hours with a Druid tracker in WK yesterday and must have killed at least 50 young plains lions/lionesses. Loads of cat pelts, no young puma skins.
Druid finally got fed up and asked if they dropped anywhere else, ported me to WC, we ran into EC and the first cat I killed (Young puma) dropped the skin!
I'm seriously doubting they still drop in WK...

I got this item off a young plains lion in WK.

Since the Patch on 02/06/03 this item became a NO DROP.
