Stan Cloven in Qeynos sells the spear for about 5 silver each, his locaction is this pos 425, neg 252...
This guy is just south of the Zone In to South Qeynos, just over the little pool, across from the clock.
Alternately, if you're in the area, there's a vendor in WK that sells throwing spears. If you zone in from Qeynos Hills and take a left, you'll come to a collection of buildings. There's 2-3 vendors in and around them, and one of them sells the throwing spears.

Could someone post where to get this spear? I'm trying to get a full suit with my bard and this is one of the last items I need.
