Ever notice that there are very few bst shoulders out there worth a crap? One in Sol Ro off mini and this is all i can think of.
Mantle of Ferociousness, Mantle of the Rainmaker are two of a dozen, many bst shoulders in GoD/Time/EP
This must be a common drop or maybe uncommon, but not rare. At least on my server, I see this item on people a lot. Checking rosters and viewing Magelo's, there are a bunch of people on our server that have this so far.

Won this a few nights ago, it has 41 percent haste, and very nice shoulder slot item. Check out my Magelo profile if you want to see the actual graphic..

I need to put in a job application to Verant for a job called "Shoulder Pad Picture Inserter Technician" since their current inserter person is not doing his job properly. Awesome item though. =)

Ever notice that Forum people like to whine and complain alot. If everyone could chill out and act like adults(or at least be civil), we would do much better. He had a point no matter how harsh it is. Flaming him back just makes you a Hypocrit. Back on subject....Nice Freaking Shoulders. It will be abit before I can even hope to be on a raid where they drop. Gratz to the folks that win them.

Odds are VERY high that this item is 41% haste. High-end No-Drop haste equipment is all 41% (not counting things like ranger epic here).

The effect listed is for the SPELL haste. All items have a different, set, haste percent. I'd bet my life this is 41%, but... well, I guess I wouldn't bet my life... but I'd bet a really nice donut.
