i got them yesterday from a froglok ilis knight in the jail area too, it seems that this froggy killed a jailed iksar ! =)p
I have a question that might be stupid...but why make an item with an effect that is good only to level 44 and have the item be in the 50ish MOB range...? Seems kind of nuts to me...

At 44 becomes perm...before it's a random.

No, the effect only works with spells up to level 44. It will not affect spells above level 44.
As the first poster mentioned, it makes little sense to put this effect on an item only available to people that will probably have little use for it.

Went to NFP to get a better sword the other day, but saw these, started drooling, and negotiating, ended up only spending 850pp on em, prices are even lower in the new bazaar, which has bankrupted me. see you in Rathe Mountains!
The effect on the boots is now Affliction Haste II.

Yeah, picked up a pair of these the other day for 225 plat pieces, mwahahahahahahahahahahaha. Someone obviously didn't know what they had. But I could honestly see these things going for at least a k.

got these for 4k which is reasonable considering that monk quest shoes are better. then i'll sell'em. i offered 5k and guy said 4k is good enough. anything is to much

I have a Monk on the Tribunal server and he is wearing a pair of these. I am Iksar but am I not considered evil to begin with? The stats are just cherry and the wt on them does not cause problems for me. W/O bags my wt is under 10lbs and with it goes up to 11(tinks n large soiled). You just are going to have a hard time finding better in the price range. I usually see them sell on this server for 4 to 6k but yours could be different. Just my opinion.

casters realm's prices are not at ALL accurate... they are just submissions by people who usually wanna either sell or buy a certain item ... kazooie is right.. on cazic thule these fit in the 10-15k range...
Finally got down to the illis jail area in sebillis and a froglok illis knight dropped these for our group. also on solusek ro the common pricing for these seems to be in the 10-15k range. hope the info helps!

castersrealm has it listed at about 1k which seems a little more reasonable. but i have not seen them for sell yet. will post when i do
