No, druids can't worship Cazic Thule. The reason why is says that on the item, is because Trolls take an old item, in this case the Staff of the Observers, and upgrades it into a better item.
The one above is imbued, which is why it's called "Fearful". That's the Cazic Thule imbue, and I think it's an Imbued Amber used.
