Um, actually no. It uses Quintessence of Knowledge as a reagent. Not to recharge. You're stuck with 15 charges until you're in a position to do the 3rd quest.

This will probably never be rechargable again(I heard it may have been when first implemented) because it makes no sense to make it chargeable since if #1 or #2 where rechargeable there would not be any reason to go past Talisman #1. I would like them to get rid of the regeant requirement though or make it alot less costly.

If you look at the 3rd one you see, it's no longer charges, just clicky with reagent. That is why the others are not rechargeable.

Unless of course you want the better stats on #2, or #3. If the stuff drops while your hunting the mobs anyway, why not upgrade it?.
