The elemental molds that are used in making armor such as this drops in tier 4 planes, like the Plane of Fire/Earth/Air/Water. To get there, you need to kill Rallos Zek, Solusek Ro, Mithaniel Marr, Saryn, etc.... There is no way you would be less than 65 by the time you reach a tier 4 zone, unless you are simply a mooch, attending just for loot and flags. Its so easy to make 65 in PoP, there is absolutely no reason to complain.

Well I guess if you were an alt you can be sub-65(I have a 61 alt one flag away from EP), but then again, you probably wont be getting many groups in EP if you are a sub-uber alt, and raids, unless your guild has priority problems, you wont be getting any loot there at all for an alt.
Ive seen pre-65 mains make EP, mainly returning members who catch up quickly to higher end guilds.
