yeah, i am commenting nearly 20 years late but I am on a TLP so current for my era. the whole point of an item like this is that you don't need to have the actual spell loaded. so comparing the cast time on this to the cast time of the spell needs to factor in the time it takes to load the spell. so stop being obtuse and appreciate the item for what it is.

the effect is worthless at this level
the castign time on this is same as on Druids's Succor. Now with 3 ranks of AA ability to reduce time on Evak spells, Druids can cast Succor in 4.5 seconds whiel this shield will still cast in 9 sec. I don't belive that atlest 70% of druids huntign in Elemetals will not have succor AA.
The only use for it is when used for travel across the zone not for emeregency

Except maybe the emergency after a rez when you are OOM? That is one of the reasons I have it in an inventory slot - so I can clicky any time I am OOM and need to Succor.

But yes, it is slow compared to the AAs or spell.

Considering there are at least a dozen shields in pop before you get to PoWater that no one will want that are better than this..... grats rot. Only hope is they "improve" it at a later time.

When I first got this item, I almost destroyed it as well since my 2ndary is a lot better than this. But then I found out it's clickable from inventory, I was actually pretty happy with it. Gratz never have to mem succor again.

not a bad druid shield but why Evacuate???? wouldn't it make more sense if it was Succor(yes i know Verant doesn't make sense sometimes but im just saying)

Actually, Succor and Evacuate both do exactly the same thing, Evacuate is just the name of the Wizard spell. Compare the stats above with those from Succor:

Well... if you look at the actual stats of the effect, it's not a true "Succor" or "Egress". It's only tping you a short distance. Sorta like an extended Shadow Step.

I see that effect as being unbelievably useless. If it was fast, a druid could use it for kiting or something maybe, or when a charm breaks. 9 seconds to go to a spot just a little bit away, perhaps in the middle of mobs, seems useless. Like someone said, succor would have been cooler, and make it same cast time as regular succor. It doesn't give them anything they don't have, just lets them do it without using mana. Handy factor.

This is the druid equivalent of the group evac spell "Succor" ... the self-only spell for Druids is called Egress, has a 5 second cast time, and only costs 100 mana.
