I think this is one of his more common drops but im not complaining it goes well with the PoE ring.

yeah the same way Mosquito Leg Earrings are only for the mosquito class they are putting in eventually.
I've noticed that in PoP, they're doing a better job at naming loot that drops from the various mobs and areas.
Since this drops from Bert, they gave it a more "decaying-like" name. Just a little more flavor to the game.
