The Oily Goo Secretion is indeed dropping in LDoN dungeon Mirugal's Menagerie, off of goos (which do not spit/spawn 2 smaller ones). I got 3 of them in 4 adventures with maybe 20 Goos killed. It is no drop, however it can be sorta MQ'ed, the shallac is droppable and when it is combined with the Femur or Old Dragon Horn, the resulting item is droppable.

Dropped from some blob i can't remember excact name of in a LDoN dungeon in everfrost. Actually dropped two of them on same mob.

Yes, it is no drop. Looks like a purple test-tube, does not stack. The tar goos split into 2 baby targoos when you kill the original, one of the babies is always empty, sometimes both. The oily goo secretion only seems to drop from the parent goos and is rather rare.
