Correct me if i'm wrong but I beleive that there is no way to recharge items once their effects are used up. The only thing you can do is sell the item to a merchant then buy it back and.... voila!!! Fully charged item! That can be a bit expensive though for some things. You might be better off just doing the quest again.

How do you recharge the Boots? All below is old news without any conclusions on recharging the boots. Does anyone know for sure how to recharge these Watchman Boots?
Info on watchman's spawn? Any way to MAKE him spawn? I know he spawns in place of the merchant, but does so SOOO rarely...
I've tried talking to the guy in Ak'annon and initiating the quest...doesn't work I've gotten people to kill the merchants, and just about everything around...nothing worked (tried everyone in tower, all forms of griffons, grimfeather, and lots of others) I've return there every day (GT) to the place where the watchman appears for a total of at least 30 maybe-spawns where the merchant dissapears and watchman is supposed to spawn later, sometimes
I've seen him once, when I was level 16. I got 3 bone chips from the tiny skeletons with help, but then they all dissapeared and I've been hunting in NK ever since and checking every time the watchman is supposed to spawn...I'm now level 20 (have checked on where the watchman spawns every single time he was supposed to spawn while I was in-game, but have not seen him, 4 levels later, including much dying and thus loss of exp and thus more time spent in NK and waiting for watchman to appear. I know I'm in the right spot at the right time for sure. But is there any way to MAKE the guy spawn?
As far as I know the only way to get the watchman to spawn is to play on innoruk and have me around :) J/K. He seems to be a completely rare spawn, (and this is just merely speculation so don't flame me plz) but he often times spawns at about six AM on Tuesdays and Thursdays in pacific time(real time). I've seen this guy up three times always around 6am twice on a tues, and once on a thurs. The first time I got the quest done, took the luclin spire to ak'anon and got the boots, which I traded for a better piece of neck armor (got a good deal thanks Rynard ). The second time I found him as I was going to hunt at splitpaw and it was eight am and I only got two skellies killed so I didn't get the boots this time. The third time I found him with plenty of time killed the skellies and had my boots in aboout 20min tops.
A few pointers when you do this quest:
A ranger is a good thing to have, I'm a ranger and it made finding the skellies extremely easy, if you don't have a ranger run around between the guard tower and the gypsie camp and you should see at least four.
The place holders for the skellies are the highland lions, so if you start seing HL lions appearing you can be sure that you missed the time frame and you aren't going to get the boots this time around.
The time frame can sometimes be hard to hit. I saw him at 7 game time and he despawns at 8 so I had just a few minutes when I hailed him to get the quest done. This was the time I didn't get the skellies in time and he despawned.
There is nothing like a little friendly competion, because whoever completes the quest first and turns in the box-o-bones will get the loot and the rest of the people hunting those pesky skellie will be left with a no drop box to do nothing with. As soon as the box is turned in the watchman will despawn.
For a while I did sit in the tower and watch the merchant spawn in and out (most of the time when I was doing homework). Each time hoping the watchman would be next, but I never saw him once during the evening or afternoon.
So as far as my knowledge goes, the watchman is a rare spawn and there doesn't seem to be any trigger, but it might be he is more likely to spawn on Tues, and Thurs around 6AM Real time. Or by some strange coincidence he happened to spawn at the same time on the same day of the week for me. I don't know. So to answer your question, no as far as I know there is NO way to make this guy spawn, but I never seemed to have a problem finding him. Good luck and if these times work out for you tell me, I'd sure like to have some proof behind my theory.
The (re)charge I thought I got from having SOW cast on me did not work. I'm sure it said one charge left after I logged, but it wasn't there when I logged back in, so perhaps not. I hear someone in SK can recharge them.
Still I have magic boots which helps me kick magic things ;)
I got a pair of these as a gift last night. I was inspecting them and Poof I accidently trigger the effect. Shazbat! thinks me, that was not the right time to use them. I was still with the person who gave them to me and she casts a SOW on me straight away and bingo! I have the boots recharged again. Don't know exactly how it happens, but try getting a SOW cast on you when you already have one. Worked for me (daren't try it again though)
You probably moved when you saw the sow go off, outta surprise...when you move on an item like that, the charge isnt used..the sow you received was actually from your druid friend, and the 'recharge' was the original, unused charge
Guess i lucked out hardcore last night. The watchman popped as i was healing at the gate. I hailed him and got the container. Headed straight out toward gypsies and WHAM! one....two...pops! about 15 minutes later i found two more tiny skellies and whacked them. Turned in the goods and was told to head to Ak,anon. So i got myself a port and had the quest done in about an hour and a half. I like the boots and the charge is in-material as the ability for my little warrior to kick magically is more important to me. Anyway, if i could just find a cecent face mask quest for Gnome warrior, i'd be happy.
I was running from sk to nk and saw the watchman was up in hte tower. I hailed and got the box. then I hunted the skellys. while i was doing this it seemed all highland lions dropped from track and tiny skellys popped. Me (brd) and a ranger cleaned up the tiny skellies and the highland lions spawned again. Ask if a ranger is camping all highland lions before starting this quest. The ranger was not happy with me at first.

Well, if you have track this quest could be real easy for you. I suggest to spend some time hunting in NK, just hunting around and checking if Watchman Whateverwashisname appears, he is pretty rare... right, but thats no biggie cos you are hunting mobs around and just thinking in this quest as a bonus ) Once he pops, and if you have enought faction with gemchoppers (hunt minotaurs at level 8 or 9, you will get faction and nice experince), head towards the Gypsie Camp and get four remains of those tiny skellies. I have read too many people worrying about guards killing them, but the fact is that i got on track like 8 or 9 tiny skellies... so, dont worry: just go and get you 4 of them.( You have like 12 EQ hours to do this and give the box to the gnome ), and then head towards Akanon and retrieve your boots =).
Just a tip .- may be you should ooc you are hunting them, so other marauder players dont slay them just for the sake of killing something they find in their way )
For some reason, all of you have gotten the wrong idea and mistaken these boots for Clockwork Watchman Boots. These boots are QUESTED for... not tinkered at all. and Clockwork Watchman Boots are also only usable by Warrior and Cleric Gnomes... while these are not. And Finally, the clockwork watchman boots have a 10 charge proc of Precision Mana Infusion, which is a +30 dex buff... THAT is rechargable.
i know you guys have said that it takes some time to fulfill this quest,,,,but im wondering if you could give me some detail as to how long you spent to get the watchamn boots. I have a lvl14 warrior and tho i have not yet got into WK im heading there at lvl 15 to begin this Quest. Do i really need to wait that long to lvl or would i be ok to start the Quest ,,,and if so how long should it normally take if you sign on 5 hours a day maybe 3 or 4 days a week
Just remember in order to get the box you need Amiable or higher with the Gemchoppers and the only way I know to get that faction up is to hunt the Mins in North East Steamfront Mnts. I could take from a couple hours to several weeks to get faction up to amiable. Then you have to get back to N. Karana. This is an incredibly time consuming quest.
Well, just do it if you see the Watchman. Don't bother to wait for him to spawn, as iI have seen him pop on my schedule 2 times in 2 years of playing. Just make sure if you do it at 15th, make sure you have a healer with you, cause those skelies hit harder than their size would hint. I was about 25 or so and managed to get a friend to SoW me right after I got the box for the bones, so I was able to zip around and get the little buggers before the gaurds got them. Still haven't turned in my combined box to the guy in Steamfont yet.

Basically, as far as time needed to complete this quest, it really varies...the watchman is a pretty random spwan, and if someone completes the quest before you do, he despawns.
So I would file this under "dont camp it, but do it if ya see the mob"
I just completed the quest last night. 27th level Ranger, was just passing through EK when someone shouted the watchman was out. I got the quest at about 5pm game time, took to midnight to get 4 skellies 'cause the guards kept killing 'em. The watchman was still there when I returned. I know it is recommended that faction be amiable or better but mine remained indifferent even though I completed several minor quests in Steamfont to try to raise it. Being able to track helped to find the little buggers and they can be a handful, I was down to half health by the time I was through though I admit I never stopped to heal.
ok so where do I get these recharged ? I got these at lvl 13, they have never worked until last night. I was comming through Kithikor woods and got jumped by a tropper, yeah I died. While I was getting my things back I got jumped again so I took runnin "BOOM" the boots went in to overdrive. So my question is where do I get these boots recharged ?
Not the best of stats on these boots, but they do look pretty nice (and they do grant the ability of kicking classes to kick mobs that can only be hit by magic attacks). On a human they have the same look as Fine plate.
...no, I'm serious. I noticed on the Tinkering update section of this site that Watchman Boots (along with breastplate, arms... the whole shebang) are able to be Tinkered. I don't know if it's the exact same item as these, but something similar I'm sure. And it mentioned something about several items being recharged by putting in a new battery (I assume by putting the Watchman Boots + A New Battery into a Toolbox and hitting Combine, with no skill check). Let's hope this is true, and watch for Tinkered Updates to the Watchman set of armor...!

you know im thinking if you get a (mana Battery)=sold in the gnome camp in sov with the ten slot toold boxes you just might be able to make that idea work....
but the boots may e hard to get and well the cheapest mana battery is 11 pp that isn't all bad but try to do that rechargein the (glaive of marltek) 7/24 1hs looks really need and is charged with snare.. but if you tryed to recharge it with the wrong mana battery or your tinkering skill sucked whoosy there goes that rare weapon... or even the boots...

As for the Velious comment, it is possible that before Velious, recharging these with the battery was unheard of. So now it just might be possible.
you can recharge the ones made by gnomes perhaps but this you certainly cannot replace a battery in cos they dont got one - you are thinking of sommat totally different =P

They go for about 10000pp, but hey, you can tinker with it and get about 400HP out of it. Combine it with some sheet metal in a forge and VUALA, you have a nice car to scoot around Norrath in.
